The First Command of the Capital is not a group of outsiders who have come together to execute a criminal action, there is a solid social base that sustains it.

Luan Orsini studied this question and published the results of his work: “Der Diskurs der ‘First Command of the Capital’ und seine potentiellen Machteffekte in São Paulo”.

Orsini demonstrates how the Brazilian criminal faction used what Michel Foucault called anti-discourse to legitimize both the existence of the organization and the acts it perpetrated in and out of prisons, leaving behind the role of villains to be seen by its target audience as Legitimate leaders of resistance to an oppressive system that prevents the insertion of the poorest.

Foucault published “Watch and Punish” in 1975, and in this work he described the speech and justification of the First Command of the Capital at a time when its best known leader, the Marcola, was still seven years old and was playing ball in the near field in Osasco

The Marcola faction’s speech is simple and eternal: the struggle against prison oppression, against physical misery, against the cold, over population, poor diet, and physical and psychological violence. Who in fact can be against this speech? If God is for this just cause who can be against it?

The sum of concrete facts, the cultural convictions of the prisoners and their relatives, and the oppressive environment of the criminal reality have made that without changing for better the reality of the prison, the First Command has made the idea of ​​it possible to circumvent the system and institute a New social order in and out of the prisons through struggle, discipline, and sacrifice.
